That is the whole chain, and the only part with a fixed duration is production. Everything else expands to fill the time you allow it.
Deliver to an office or a warehouse rather than the venue wherever possible. Venue delivery windows are narrow, loading bays are contested, and a box that arrives the day before build is a box nobody can find. How should crew kit differ from merchandise?
Crew polos exist to make staff findable. That means a strong colour, a logo visible from a distance and often a role word on the back — security, medical, production. Merchandise polos exist to be bought and worn afterwards, so they want a design that works off site and a fit people actually like.
Keep them as separate designs and budget accordingly: the 50-piece minimum applies per design, so crew and merch are two runs of 50 unless the artwork is genuinely the same. Crew quantities are known from the rota, which makes them the easier of the two to size.
How do you size polos for an event crew?

How should the kit be packed and distributed on the day?
Sorted by size and boxed by role, with the box labelled on the outside. Crew arrive in waves, often in the dark, and a single unsorted pallet of mixed sizes turns into a queue that eats an hour of build time. Packing lists cost nothing to request and save exactly that hour.
Keep a small float of the middle sizes at the crew desk for the people who turn up unexpectedly, and count what is left at the end. That final count is the number that sizes next year's order, and it is the only honest data the event will produce. Write it on the box before it goes back into storage.
